Is Compion and Empty Lib word when it lacks commitment to follow through?

Compion like the handing out of a meal seems great but often it destroys the will to live or fend for oneself. Band aid did more harm than good. It destroyed what little farming there was and gave the local militia commodities to buy weapons and terrorize the locals. If you want to go in it is a 100 year commitment.
