How to find out if my man will propose?

We have been together 7 years now! and we are going to paris fo New years - he has brought this trip fo rme for xmas! Problem being is that i have always said i would love to proposed to at the very top of the eiffel tower! he has said on new years day we will be going to the 3rd floor (whichi is the top floor) ?!?!?
